This collection contains documents and material created and collected by Andreas (Andy) G. Schneider between the years 1978 and 2007. A significant portion of these papers pertain to his time on the Medicaid subcommittee during these years.

Biographical / Historical

Andy Schneider, a graduate of Princeton University and the University of Pennsylvania Law School, and a member of the District of Columbia Bar, has been a Research Professor of the Practice at the Center for Children and Families in the Georgetown University McCourt School of Public Policy since March of 2017. His current research focuses on transparency in the identification and improvement of the Medicaid managed care organizations (MCOs) for children, and more broadly on improving health care services for low-income children and families throughout the country.

Andy’s extensive writing on Medicaid issues over the years led to the development of the Medicaid Resource Book, a comprehensive reference book published in 2002 by the Kaiser Commission on Medicaid and the Uninsured. A list of some of his publications is available through Georgetown University’s faculty database.

His over 40 years of experience with the Medicaid program include time as a Congressional staffer, Executive Branch employee, private consultant, and public interest attorney, in addition to his time as a professor at Georgetown. Specifically, from 1979 to 1994, Andy served as Health Counsel to the Subcommittee on Health and the Environment of the House Energy and Commerce Committee. He then took on the position of Chief Health Counsel to the House Committee on Oversight and Government Reform in 2007 and 2008, and as Chief Health Counsel to the House Committee on Energy and Commerce in 2009 and 2010. From 2013 through 2016, Andy was a Senior Advisor at the Centers for Medicare and Medicaid Services (CMS), where he worked with staff at both the Center for Medicaid and CHIP Services (CMCS) and the Center for Program Integrity (CPI) on Medicaid program integrity matters. From 2019 to 2022, he served on the Healthy California for All Commission.

A note to researchers: While some material in this collection led to enacted legislation, some did not have as successful an outcome. Some of the material related to unsuccessful legislation can be seen in folders labelled “Miscellaneous.” Both successful and unsuccessful legislation and the thought processes, as well as the development of such work are historically important and can be useful to researchers. Please keep this in mind when using the collection for research.
