Biographical / Historical

Joseph K. Dowley, born April 23, 1946, son of Michael F. and Charlotte M. Dowley, Los Angeles, California. Attended grammer schools in Ohio, Massachusetts and Connecticut. Graduated from Hamden High School, Hamden, Connedticut, 1964. Attended Georgetown University, College of Arts and Sciences, graduating with Baachelor of Arts (Government) in 1968. Employed as Director of Off-Campus Housing, Georgetown University, from June of 1968 until February of 1969. Entered the U.S. Army in February of 1969 as an enlisted man, was commissioned a Second Lieutenant (Infantry) at Ft. Benning, Georgia, February 1970. served as a ceremonial platoon leader, 1st Battalion, 3rd U.S. Infantry Brigade (The Old Guard) at Ft. Myer, Virgina until January 1971. Served as an infantry platoon leader in the Republic of Vietnam and later as Brigade Tactical Center officer unti October 1971, achieving rank of First Lieutenant. Upon release for active service employed by the Georgetown Unviversity Alumni Association as Director Law Alumni Affairs and later as Director of As Director of Alunmi Programs. Attended Georgetown University Law Center, Juris Doctor conferred in June of 1976. Served the Honorable Dan Rostenkowski (8th District, Ill.) as Administrative Assistant from January 1977 until December 1980. Assistant Chief Counsel, Committee on Ways and Means from 1980-1987. Lobbyist for Dewey Ballantine LLP 1998-2002. Former partner at Mckenna, Long And Aldridge 2004-2015. Member Bar Association of the Commonwealth of Virginia, District of Columbia. Member, Alunmi senate, Georgetown University Alunmi Association; President Georgetown Alumni Club of MEtropolitation Washington. Married Carol Walsh, Januaryu 22, 1972; three children
